EAST PEORIA, Ill. – This morning, Flaherty & Collins Properties, alongside City of East Peoria Mayor John Kahl and community members, broke ground on the $65 million mixed-use community featuring luxury residential apartments and commercial space in the developing Levee district. The community includes 219 luxury apartments, 10,000 square feet of commercial retail and a total of 276 parking spaces to accommodate an increase in residents and visitors.
“This development is a major step in increasing quality of life initiatives throughout East Peoria,” said Mayor John Kahl. “My administration’s goal is to create a vibrant community that is attractive to residents, while driving economic development efforts forward for our city, and this luxury complex will do just that.”
The mixed-use development is located at the corner of Clock Tower Boulevard and West Washington Street. The Blutowne community is set to be the premier residential element coinciding with the City of East Peoria’s intentional growth in the Levee District.

Flaherty & Collins Properties Vice President of Development and lead project developer, Julie Collier, spoke to the importance of this development and how it will drive future activation for the city. “Once completed, Blutowne will provide a walkable commercial and residential element for East Peoria providing a place for people to live, work and play,” said Collier. “That, paired with the growing trajectory of the Levee District, establishes Blutowne as a leading development within the community.”
Various layouts for the multi-family apartments include studio, one-bedroom, one-bedroom with a den, and two-bedroom floorplans with the average space per unit being 898 square feet. Features and amenities for the apartment communities include a fitness facility, meeting space, saltwater pool and adjacent cabanas, rooftop sky lounge and bar, parking garage, LED lighting, stainless steel appliances, full-size washer and dryer and private balconies.

Flaherty & Collins Properties expects to welcome the first residential and commercial tenants for phase two in the spring of 2025. The anticipated completion for the full development is fall of 2025.
