Rising at the corner of 5th and Main in Kansas City’s historic River Market, The Bellwether will be the tallest residential building the neighborhood has seen: a 12-story, 248-unit community developed and built by Flaherty & Collins Properties. The site has waited years for the right project, sitting as an underused surface lot just west of City Market while multiple prior proposals came and went. F&C’s plan finally gives this corner of downtown Kansas City what it has long needed: quality housing built for the long term, not a quick flip.
The Bellwether is designed by KEM Studio to fit naturally into River Market’s mix of historic warehouses and river-facing streets, pairing street-level retail with structured parking and apartment homes above. It’s a mixed-income community by design, setting aside a meaningful share of units as affordable housing alongside market-rate apartments, a reflection of F&C’s belief that a healthy downtown needs housing options across income levels, not just at the top of the market.
Getting here took patience. The project traces back to a 2020 request for proposals to redevelop the site, went through an early rebrand from its original working name, and navigated real hurdles along the way, such as FAA height restrictions to neighborhood concerns over parking, before landing on the design and unit count in front of the city today. Kansas City and Port KC have signed off on the development plan and its incentives, and F&C is now moving toward breaking ground.
