The rehabilitation for the CT Campus was borne out of a vision created and captured by the neighborhood, the District, the Anacostia Economic Development Corporation, Flaherty & Collins Properties, and RedBrick, LLC. The Anacostia Economic Development Corporation (AEDC) and Flaherty & Collins Properties (F&C) formed a working partnership in 2014 in order to help the Anacostia and East-of-the-River neighborhoods realize revitalization goals, with the goal of building AEDC’s internal capacity to further drive community development efforts in their community.
The project includes 252 units of mixed-income rental housing at the CT Campus. A significant portion of these units are designated to households at no more than 50% of the Area Median Income. The vision for Phase 1 of the St. Elizabeths East Campus redevelopment began with the adaptive reuse of the historic CT Campus buildings, which will be rehabilitated into quality affordable housing for all of District’s qualified residents, from seniors to families. The development offers larger units that cater to family needs, and will provide opportunities for local entrepreneurs to offer services to the residents and be a part of the neighborhood revitalization.
Services arebe provided for the 13 permanent supportive housing units by Community Connections. Services for the overall development will be provided in the campus common areas located the lower level of the center building, and will include education-based activities, wellness programs offered through the campus swimming pool and fitness center, arts and cultural activities, and other services targeted toward the community.
Sources for the project include Low Income Housing Tax Credits, Historic Tax Credits, TE Bonds, Deferred Fee, Seller Financing, and DC DHCD funds.
