
Flaherty & Collins officially celebrated the ribbon cutting of Blutowne on Thursday, marking a major milestone for the transformational mixed-use development in East Peoria’s growing Levee District.
The event brought together project partners, city officials, community leaders, and residents to commemorate the completion of the highly anticipated development, which introduces upscale apartment living, retail space, and community-focused amenities to the heart of the city.
Located at 501 W. Washington Street, Blutowne features 219 luxury apartment homes, approximately 10,000 square feet of commercial space, and a structured parking garage designed to support continued growth and walkability in the district. The development offers residents modern amenities, including a resort-style pool, fitness center, rooftop sky lounge, co-working spaces, pet-friendly features, and outdoor gathering areas.
“From the very beginning, there was a shared belief in the opportunity to bring high-quality living to the Levee District,” said Robert Flaherty, CEO of Flaherty & Collins. “And that strong partnership with long-term vision ultimately helped bring this development to life.”
East Peoria Mayor John Kahl also addressed attendees during the ceremony.
“What we have here today began eight years ago, with a vision… We opted to go for a mixed-use development here. And I have to tell you, [Flaherty & Collins Properties] knocked it out of the park.”

Blutowne has been envisioned as a catalyst for continued economic development and residential growth within the Levee District. City leaders have previously described the project as an important first step in expanding mixed-use development opportunities throughout the area.
The ribbon cutting highlighted the strong collaboration between Flaherty & Collins, the City of East Peoria, contractors, consultants, and community stakeholders who played a role in the project’s success.
Construction on Blutowne began in 2023, with the community welcoming its first residents in late 2025. The development is expected to continue contributing to the growth, energy, and long-term vision of East Peoria’s waterfront district.
