Flaherty & Collins Properties has received administrative approval on final plans for The Bellwether, a 13-story, 248-unit apartment high-rise planned for River Market in Kansas City, just northwest of Fifth and Main streets, according to the Kansas City Business Journal. The approval marks a major milestone after more than five years of planning.
The project will transform an underutilized, city-owned parking lot into 11 stories of apartments above a 318-space garage, with parking reserved for residents, City Market tenants and the public. In early September, Flaherty & Collins filed for commercial building permits valued at $87 million. Under terms with the city and the Port Authority of Kansas City, at least 45 units will be set aside as affordable housing for renters earning up to 70% of the area’s median family income.
Construction is targeted to begin in the fourth quarter of 2026, with completion anticipated by the fourth quarter of 2028.
The Bellwether reflects Flaherty & Collins’ continued investment in Kansas City’s urban core, bringing new housing and vibrancy to the historic River Market district.
